amavisd-new does not reliably restart

Hello Everyone,

For some time, amavisd-new does not restart every time newsyslog(8)
starts new log file (FreeBSD 12.2-STABLE r368820,
amavisd-new-2.12.0_1,1).

Example of normal restart (I notice the log entries "warm restart on
HUP" and similar):

Entry in /etc/newsyslog.conf:

/var/log/amavisd.log		vscan:vscan	644	30	*	@T00	JC	/var/amavis/amavisd.pid
