I think I find out the problem.

If the server a reachable on the IP level (like nginx/apache are down) the
FETCH_TIMEOUT and FETCH_RETRY work fine.

If the server are just down (poweroff) the FETCH_TIMEOUT and FETCH_RETRY
not working.

I will create a issue.
