FreeBSD does not reply to IPv6 Neighbor Solicitations

Dear Colleagues,
Why could it be that a FreeBSD 12.2 host does not reply to ICMPv6
Neighbor Solicitations from the router?
Interface configuration on host:
$ ifconfig re1

where I ping a host in the IPv6 Internet from 2001:470:ecba:3::5, the
router wants to learn the L2 address for 2001:470:ecba:3::5 to reply
to, and receives no answer.
Where could be the problem?
