FreeBSD13 never stops or reboot as KVM guest

Hi all,

 I have detected a problem with all my FreeBSD 13 kvm guests running under RHEL 8.3 platforms. When trying to reboot or shutdown via FreeBSD's own console ("shutdown -p now", "reboot"), most of the time neither reboot nor shutdown occurs.

All FreeBSDs are defined as a pc-i440fx for machine option (I don't use q35).

Is this a bug?
