It's installed: 

$ a2ps
a2ps: unknown medium `libpaper'
$ pkg info -o libpaper
libpaper-1.1.24.4              print/libpaper

Does it handle UTF-8 (Cyrillic) text? If it does not, is there any sense
to prefer it over enscript?
