The core problem is that those who decide about what software
(or hardware) to buy or to license are not the ones who will
be _using_ it, and their prosition within the company makes
them invulnerable to any negative outcome of their decisions.
Somewhere down the "trading chain", there is a final consumer
who will then be forced pay the bill, one way or another.
"It's not my department!" says Wernher von Braun. And today:
"Nobody ever got fired for buying IBM!", or just like that...
