Rust in base

A side note from user (sysadmin running a bunch of fReeBSD servers), not FreeBSD developer.

We use FreeBSD because the base is slim. Bringing variety of stuff in the the base will bloat the base system. If I were allowed to express an opinion, mine would be: strong NO.
