Upgraded Packages And Ports, Can't Shutdown From Mate Menu Bar

I still don't have a satisfactory solution to this, but a compromise is to
create a launcher to shut down the machine and one to restart it. It's
still not the same, but it's a compromise and I don't have to type in the
commands.
As some wag once put it, if it works, don't fix it.
