howto allow anyone to poweroff?

On modern (~15 years old or newer) PCs that support a clean shutdown using
the power button, normally you'll see something like this in
/var/run/dmesg.boot:

acpi0: Power Button (fixed)

And possibly:

acpi_button0: <Power Button> on acpi0
