Upgrading 10.4 to 11.1

The pkg leaf doesn't seem to list all installed packages. It does not 
list apache24 or aspell or autoconf and more. At first I thought it was 
not listing packages not found in ports, but I see 
mysql51-server-5.1.73_2 on the list.
