Thanks for your answer.

However I fail to see how your suggestion is related to my question: I 
didn't ask for a VoIP solution, as we have an old PSTN/RTG phone line. 
Maybe I'm not getting your big picture?

WRT to outsourcing, I agree with your opinion, but my customer wants to 
evaluate both ways.
