Yes, documentation has been removed from the regular
distributions. It's now availabe from ports (using
misc/freebsd-doc-all or the language packages, for
example freebsd-doc-en). That's why there's no doc.txz
archive there anymore.

PS. It's a _directory_, not a folder. ;-)
