I've run lists for years and while it doesn't "prevent" it, it vastly
reduces it, almost to the point of nonexistence.

While I sympathize with this (and all my lists run that way), the
problem is that subscriber-only lists tend to really increase the admin
burden for the list manager. People are shockingly lazy and will just
ask the admins to add/delete/change their subscriptions. They forget
passwords, they can't remember the change process, the can't find the
web interface, ... ad infinitum ad nauseum...
