For my upgrade from i386 to amd64 (some years ago) I did follow the
steps described in
/usr/src/UPDATING
in the section
"To cross-install current onto a separate partition"
with the additional arguments
TARGET=amd64 TARGET_ARCH=amd64
for the make-commands.
The first step in the new system was a native rebuild to be sure that
all is good.
