No, as Ardie wrote, portmaster checks for updates of software in the ports
tree local to your computer, it is up to the user to ensure the ports tree
is updated before using portmaster.

However, when portmaster is instructed to use packages (with -P or any of
the --packages options), then it will get the latest package builds from
the remote package repository (regardless of your local ports tree).
