Usermode FreeBSD kernel?

I don't think anyone here has understood your question. Jails are
completely unrelated, so please ignore those suggestions.

I do not believe it is possible to do what you ask. I have not seen
anyone create a similar "User Mode Linux" out of FreeBSD.
