Judging from its manpage (yes, it _has_ a manpage!):

       -l, --limit=N
              percentage of CPU allowed from 0 to 100 (mandatory)

This seems to fulfill the requirement of setting the limit
according to load percentage, instead of time (like ulimit -t).
