You might want to look at
/usr/local/GNUstep/System/Makefiles/GNUstep.csh
or
/usr/local/GNUstep/System/Makefiles/GNUstep.sh

They read in /usr/local/GNUstep/GNUstep.conf and ~/.GNUstep.conf for 
settings.
