pkg No active remote repository file configured

Right file content, but wrong location.  You need to put it in
/usr/local/etc/pkg/repos/FreeBSD.conf  Also you need to grab the
appropriate key fingerprint from SVN and install it in

/usr/share/keys/pkg/trusted/pkg.freebsd.org.2013102301
