sshd: Disconnecting: Too many authentication failures for root [preauth]

My security reports sometimes contain:

     Disconnecting: Too many authentication failures for root [preauth]

I believe that sshd default is

     PermitRootLogin no.

However, the error above makes me to question this.

Is there a way to list actual configuration parameters in effect?
