I don't currently have the broken build left, I still have the old boot 
environment, but it was after libiconv libiconv had been removed, and 
php55-iconv had been rebuilt with the "USES+=  iconv:translit" line 
removed from Makefile.ext.  It shows no packages as a result of the 
above command.

The current live boot environment, that was built with WITHOUT_ICONV in 
the /etc/src.conf shows the following:
