Yes. This is a public mailing list.

You're probably talking about the mailing list archives, such as:
http://lists.freebsd.org/pipermail/freebsd-questions/2014-August/thread.html
...which are linked from the Mailman list page mentioned in the footer of list traffic, ie:
http://lists.freebsd.org/mailman/listinfo/freebsd-questions

That issue doesn't seem related to the FreeBSD lists.
Basically, emailing this list is the equivalent of writing a letter to a newspaper.
Once published, copies of that letter get delivered everywhere, including archives
kept in local public libraries that anyone can lookup.
