bsdconfig packages

I've got a couple bugfixes, but it's usable.
Bug 1: You may get a warning about PACKAGESITE being deprecated even
though you're already using a config file.
Bug 2: Packages may be listed twice in the catagories. Caused by a change
in the pkg API that I haven't adapted to yet (but will soon).
