HPN, nonecipher in 8.4

You need to set the following in /etc/src.conf for the nonecipher
 *WITH**_**OPENSSH**_**NONE**_**CIPHER=yes*

I think there is an option to rebuild only the ssh stuff without a whole
buildworld.
I do not know how however.
