Yes.  Install pkg first, then portmater, then anything else you may
desire.  Note that you'll need 'WITH_PKGNG=YES' in /etc/make.conf if you
on FreeBSD 9.x (or below) and you are goingto build your own packages
rather than using the binary packages from pkg.freebsd.org.
