running freebsd-update install on 9.2-RELEASE - error

# freebsd-update install
Installing updates.../usr/bin/install: Undefined symbol "gid_from_group"
/usr/bin/install: Undefined symbol "gid_from_group"

This was a fresh install of 9.2, not an upgrade

I've seen this error discussed in the context of build/makeworld, but not
here.  This is a bit puzzling.  I do have a custom kernel (these are
Soekris boxes).
