Quite some time ago there was a solution posted where you had to go to addons and install from a file.  The language file is downloaded to distfiles/xpi.  So you just point to the file and choose to install it.
And if I remember correctly you also have to set the language again in about:config

Yes:

Does the "ru" pack works for you? It doesn't here.
