   Hi David,
I am using FreeBSD 8.2 Release & XFCE4. When I had this problem I edited
/usr/local/etc/PolicyKit/PolicyKit.conf, adding the lines:
     <match action="org.freedesktop.hal.power-management.shutdown">
	<return result="yes"/>
     </match>
     <match action="org.freedesktop.hal.power-management.reboot">
	<return result="yes"/>
     </match>
in the section version: <config version="0.1">
You might serve useful.
     Greetings!
