Can not setting up a Jail Directory Tree

Hi,
I'm using FreeBSD 8.1, I have followed
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/jails-build.htmlto
create a jail.

When I create jail directory tree with command:

make installworld DESTDIR=$D

It run look good about 1 min..and output error below:

> ===> include (install)
> creating osreldate.h from newvers.sh
> touch: not found

Why error?
