On the command-line...
strings `which make` | grep -B1 MAKE_VERSION
Or in a makefile...
/usr/tmp/Makefile:
all:
@echo "MAKE_VERSION='$(MAKE_VERSION)'"
make
MAKE_VERSION='5200408120'
