I agree, it _should_ but as I stated, it _does_ not.

OK, I read that. It tells me how to configure cups, but as far as I can
tell, it does not tell me how to get cups to regenerate /etc/printcap,
which is what I need to do.
A: Because it messes up the order in which people normally read text.
