Top returning 0.0% cpu usage

Ummm, that's not right. You could try:
# cd /usr/src/usr.bin/top/
# make obj && make depend && make && make install
You obviously need the source files for that. There's a section in the
handbook on how to install them if they're not installed already:

You want to use cvsup/csup(1)
The problem suggests that your world and kernel might not be in sync
and a rebuild might be in order.
How did you build/install your system?
