Then I really have no idea why it doesn't works.
Do you met with the same problem? I refer to Firefox can't establish a connection to the server at 127.0.0.1:1000

No - unless of course you wish to. Webmin does not use Apache. It has
it's own engine however, via Webmin you can configure things such as
DNS, DHCP, MySQL, Apache, Postfix etc.
