Most local TeX User Groups have mailing-lists populated with knowledgeable
people. See e.g. http://www.ktug.or.kr/

There is also a good TeX related group on Usenet; comp.text.tex.

There are also people who do consulting for (La)TeX;
http://www.tug.org/consultants.html
