Typically that means your ISP is filtering outbound connections to  
port 25.  If you've got a friendly mailhost handy, try relaying via  
the RFC-2476 MSP port, 587/tcp, instead of 25/tcp...

Otherwise, contact your ISP's tech support and have them fix their  
broken mail relays.
