No, that controller is not supported by the ata(4) driver in FreeBSD 6.2.
Support for it is available in 7-CURRENT though, so it should find its way
into 6-STABLE eventually.

Sending a problem report would be pointless.  
You can either try using 7-CURRENT, or wait until the modifications get
merged into 6-STABLE, or connect your DVD-RW to some other controller.
