Yes.

	$ which lex yacc
	/usr/bin/lex
	/usr/bin/yacc
	$ which flex
	/usr/bin/flex
	$ which bison
	/usr/local/bin/bison
	$

The base system includes lex(1) and yacc(1).  The lex(1) utility is
actually flex(1).  You can install bison(1) from the Ports & Packages
Collection, i.e. with:

	# pkg_add -r bison
