Recovering Squirrelmail settings

IIRC, Squirrelmail keeps its config in a PHP file with the rest of
the PHP scripts that make up the program.  With the FreeBSD port,
this ends up somewhere in /usr/local/www.

Which breaks hier ... but that's for another day and another patch ...
