Nope, that is not it. Turns out the solution for this is a variable set 
in /etc/make.conf

/usr/ports/UPDATING at 20040723
point the way

In the case of the problem system I was working on,
X_WINDOW_SYSTEM=xfree86-4 in /etc/make.conf solved it.
