iconv.h not found

[Beech Rintoul]

I'm trying to upgrade a port that needs iconv.h but autoconf comes back with 
this:

checking iconv.h usability... no
checking iconv.h presence... no

iconv.h is in /usr/local/include/iconv.h

How do I go about fixing this?
