cant able to telnet the freebsd system

The way to do this "live" (i.e. without rebooting) is 
ls -al | grep inetd
take note othe number, such as:
  697  ??  Is     0:00.01 /usr/sbin/inetd -wW -C 60
Then
kill -HUP 697
This will restart inetd and anything that it manages for you, such as telnet, 
ftp, or whatever.
