strcoll(3) case sensitivity?

The only thing I can find is ache's commit back in 1996 in
/usr/src/share/colldef:

    1996-06-09 12:24  ache
    * la_LN.ISO8859-1.src, la_LN.ISO_8859-1.src, lt_LN.ISO_8859-1.src:

    Make collation table compatible with POSIX WG15 view, i.e. 
    capital letters first
