upgrade to sendmail 812 and getting broken messages

a bit more info...

I am not running smtp on the localhost and have no idea how to start 
that. can someone help out?

 >telnet localhost smtp
Trying ::1...
telnet: connect to address ::1: Connection refused
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
telnet: Unable to connect to remote host

as well netstat -an shows nothing on the localhost 127.0.0.1 port

anyone?
