Can "/etc/rc.conf" be replaced with a symlink?

How do you think fstab will be read to know to mount some other
partition first, when root (where fstab lives) is not yet mounted?

By definition you can't move out of / files needed to bootstrap the
system, so you'll need to rethink your approach.
