You can't do a fresh install of 5.4? 4.x to 5.x is a big jump and you
won't get things like ufs2 etc.

You could try jumping to 5.3 and then to 5.4 or 5.2 to 5.4. In your
cvsup file put in RELENG_5_3 as the branch tag
