makewhatis oddness (weekly run output)

So, the files and links are there, and there are other linked man
pages in the same dir(exampe)

man (1) makewhatis  makes no mention of links.  man slapd-bdb works,
man slapd-bdb.5 doesn't, nor does man slapd-hdb.  man cowsay works.

Any hints of what's going on?
