no inodes free error, yet there ARE inodes free!

Something weird is afoot... I can't create files on my / anymore, I'm
getting "out of inodes" errors, but everything I know to check seems to be
fine.

What's going on?

osn-db# touch /cow

/: create/symlink failed, no inodes free
touch: /cow: No space left on device

osn-db# df -i
