incorrect time from sendmail (FBSD 5.3)

I believe this may be your problem. My understanding is the USE_TZ is for use
with systems which set time zone using a TZ environment variable. 
I believe you need USE_SYSTEM.
(however I'm not a "sendmail" expert <or even apprentice>)
