accessibility/atk-1.4.0 port won't install/deinstall on 4.9

Aha! My supfile didn't have ports-accessibility in it. Typical rookie 
mistake, right? And this should fix me up, true? (I'm still waiting not 
to time out on a connection to cvsup.)
