When I was using 4.10 I had no problem with the time zones. I too am in the central time zone, Minnesota, USA. Did you accidentally select to use daylight savings time, or choose not to use it?? If you are in a CST/CDT area you'll switch to CST on Oct. 31.

on this version the central standart time is incorrect , for the united
  states and mexico

you have to use belize , in that wy you can have -0600 gmt
